There is a quest for some free reputation from Khadgar in the center of the city, to get to Friendly and get the quests from them. The Azure Shield, while beating this shield in every stat, is possibly a worse choice than the Crest of the Sha'tar because of the great stamina difference. Your looking at (with an 18 stam enchant on both), 49 stam on the azure shield and on this one, with 2 +12 stamina sockets, 61 stamina.
