It's been tilting more to horde pretty strongly since BFA and warmode after being nearly perfectly 50/50 during WoD and much of Legion but it's still far better then the other rp servers. It IS however a former Rp-PvP server which means it's roleplay community is not quite what others will be.Realms still matter for guilds, the economy, and mythic raiding. Even if you don't care about mythic raiding, it's best to choose a realm that's very populous for your chosen faction unless you're joining a friend who's on a different sort of realm. Nagrand is pre good, its also linked with Caelestrasz so the split pre much becomes 50/50 give or take 10-15%. I used the refer-a-friend "teleport to friend" feature back in Mists of Pandaria when I made my first character. Well, it glitched Ji Firepaw out back then and he followed my character around any time I was in Orgrimmar. Also some of these sites do not factor in low level toons or they only calculate levels 10+. Like take Moon Guard, one of the largest Alliance RP realms however almost a good portion of the population is stuck in Goldshire not really contributing to the realm. That inflates the numbers.
